Representative Kohring moved and asked unanimous consent that CSHB 511(HES) am be returned to second reading for the specific purpose of considering Amendment No. 2. 2004-04-28 House Journal Page 3597 Representative Samuels objected. Representative Rokeberg moved the previous question. The question being: "Shall CSHB 511(HES) am be returned to second reading for the specific purpose of considering amendment No. 2?" The roll was taken with the following result: CSHB 511(HES) am Third Reading Return to Second for Amendment No. 2 YEAS: 20 NAYS: 15 EXCUSED: 2 ABSENT: 3 Yeas: Anderson, Berkowitz, Coghill, Crawford, Dahlstrom, Fate, Gara, Gatto, Gruenberg, Kerttula, Kohring, Kookesh, Kott, Lynn, Masek, Morgan, Moses, Seaton, Stepovich, Stoltze Nays: Cissna, Foster, Guttenberg, Harris, Hawker, Holm, Joule, McGuire, Meyer, Ogg, Rokeberg, Samuels, Williams, Wilson, Wolf Excused: Croft, Kapsner Absent: Chenault, Heinze, Weyhrauch And so, the motion failed. **The voting record was changed to reflect that Representative Croft was excused (page 3603). Representative Samuels placed a call of the House and lifted the call. Representatives McGuire and Holm moved and asked unanimous consent that they be allowed to abstain from voting because of a conflict of interest. Objection was heard, and the members were required to vote. The question being: "Shall CSHB 511(HES) am pass the House?" And so, CSHB 511(HES) am passed the House. **The voting record was changed to reflect that Representative Croft was excused (page 3603). Representative Coghill moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause.
